Chief Executive Officer

As the original founder and current President of the U S Minority Contractors Association [USMCA], he extends his professional expertise to help small emerging Minority owned and operated firms throughout the Chicago land area and nationally. He is past recipient of the Presidential Award from the National Association of Real Estate Brokers [NAREB], designated as the “Democracy in Housing Award” for outstanding and exemplary contribution to the nationwide homeownership campaign in the African American and multicultural market communities. He served on the NAREB, PAC Committee as a national legislative policy advisory to NAREB President and the NAREB Executive committee.  He also served on the SISCO National Advisory Multi-Cultural Market Advisory Board. He received the 2006-2007, SuccessGuide Worldwide Magazine [www.fraser.net.com], “Top Achievers” award as a global leader in business networking. Also, his alma mater, Roosevelt University, selected him to serve on the University Board of Trustees after being elected President of the global Alumni Association [RUAA]. He is a nationally sought after motivational speaker and Gospel Preacher.

Kenneth M. Webb Sr. is a retired 32-year veteran of the Chicago Police Department. Co-founder, and President of Fact Finders Group, Inc., He served in the United States Marine Corps Air Reserve. In most of his Law Enforcement career, he has served in specialized units, which include (Internal Affairs, Organized Crime, and the Patrol Division). He is a licensed Private Detective and Private Security Contractor in the State of Illinois and Indiana. Current Positions: Vice President USMCA, President Echo Foundation. Member Business Leadership Council (BLC), Illinois Hispanic Chamber of Commerce (IHCC), Board of Directors of Chicago State University Alumni Association

Leonard Kang, MBA

Chief Technology Officer

Leonard has been a technology architect and engineer with business development and leadership roles for over 15 years. He has led supply chain management teams through 300% growth, boosted productivity in manufacturing companies by 34% and managed a global team of engineers for Siemens.  In addition to being the President of his Business/IT Strategy Consultancy, Kleoworks LLC, Leonard is the CTO for USMCA and oversees all technology initiatives for the association. Leonard completed his MBA at the Chicago Booth School of Business and is active in non profit ministries and his church.

Dr. Gale B. Frazier, PhD

Dean of Entrepreneurial Training Institute (ETI)

Dr. Gale B. Frazier, President/Founder of Construction Management Consortium, has over twenty five years of experience in construction management and education.  Dr. Frazier has a Bachelor of Science in Civil Engineering from Tennessee State University; a Master of Science in Project Management from DeVry University—Keller Graduate School of Management; and a Doctorate in Education from Roosevelt University. Dr. Frazier is the Dean of the USMCA Entrepreneurial Training Institute. 

Formerly, she has worked for such companies as, AT&T/Illinois Bell Telephone, Illinois Department of Transportation (IDOT), Northrop Corporation DSD, Rush Medical Center in the capacity of Assistant Director of Construction Management, Truman College, Rush University and South Suburban College where she taught Project Supervision and Construction Estimating. She presently serves on the advisory board for Dawson Technical Institute’s Highway Construction Training Program and as Chairperson of the National Black Agenda Consortium.

Brent Mounts

Associate Dean, ETI

Brent's analytical skills and supervision experience of both union and nonunion workers will make your company money. He has worked on bridge construction as well as steel mills, refineries, commercial projects, schools, hospitals and strip stores. He has also constructed lift and pumping stations along with drinking water, storm and sanitary sewer distribution. He has taught construction related classes at various institutions. 

Brent currently presides over Mounts & Associates Construction Services. Brent was a Senior Project Estimator for Powers & Son's Construction Company, he was a Division Manager for Young Plumbing, Inc., and an Estimator/Project Manager for McAllister General Contractors. 

Brent is currently the Chief Estimator for USMCA and the Associate Dean for the Entrepreneurial Training Institute 4.0. He is a faculty member on the HACIA/April Cobra/St. Augistine ISHTA Project working as a Technical Assistance Instructor.

James A. Wright

Chief General Council

James A. Wright joined Chico & Nunes, P.C. in June, 2013, as Of Counsel, where he concentrates his practice in the areas of minority and women-owned business (MBE/WBE) representation, corporate structure, procurement law, work place ethics and investigations and regulatory compliance, including audits.

James worked for the Office of the Comptroller of the Currency in Washington, D.C. and for the Criminal Section of the Tax Division of the U.S. Department of Justice, including the Civil Tax Division of the Justice Department. In 1995, James returned to Chicago to work for the Northern District of Illinois in the General Crimes Division.

In 1998, James attained his Masters in Business Administration from Northwestern University's J.L. Kellogg Graduate School of Management prior to becoming the Chief of Commercial Litigation for the Chicago Board of Education. James was selected to participate in the Executive Leadership Program offered by United Technologies Corporation in Hartford, CT, and again returned to Chicago and became the Chief of Staff for the Chicago Board of Education.

In 2002, James became Of Counsel in the Government Division of the Law Offices of the Altheimer & Gray, where he represented major corporations, mid-sized and small businesses, and government entities before local, state, and federal agencies in litigation matters, employment controversies, regulatory and transactional issues, contract drafting and negotiations, and minority/women business enterprise (M/WBE) certification and negotiations.

Chief Financial Officer

Robert Block is a CPA and licensed attorney. He received his law degree from DePaul College of Law and his undergraduate degree in accounting from the University of Illinois.  Along with working at Manning Silverman & Co as Principal, Rob is serving as CFO for USMCA and has been in business for over forty years. During that span, Rob has served numerous clients in real estate, manufacturing, professional service, not for profits and banking.

Teresa Hollingbird-Jackson

National Board Secretary

Teresa Hollingbird-Jackson, President/CEO of Aseret Development Series LLC dba THJ Construction, has over nine years of experience in project management, construction management, and interior design. Teresa has a Bachelor of Science in Accounting from DeVry Institute of Technology, a Master of Science in Business Administration from DeVry University Keller Graduate School of Management; and an Associate Degree in Kitchen/Bath Design from The Art Institute of Pittsburgh. Teresa is the USMCA Chairperson of the West Town Chapter, Chairperson of the Manpower Committee, and Task Force Committee.

Teresa is certified as a WBE, MBE, DBE, FBE, SBSP, Sec 3 Business, and RRP. She has worked on several construction projects with companies such as, Karry L Young Development, Breaking Ground Incorporated, Method Construction, KasiDesigns, and UJAMMA Construction. She presently serves on the Diversity Advisory Council for the Illinois Tollway.

Ashley M. Washington

Executive Assistant to President/CEO

Ashley has over 9 years experience in administrative and clerical office support. Her specialties include strong communication skills, organization, superior customer service and creative innovations. Ashley is able to tailor her skills to meet the needs of various clients. Working directly under the President/CEO of the USMCA, she assists in office management, client outreach and direct interaction with existing and prospective USMCA members.

In addition to her duties as an Executive Assistant, Ashley is active in non-profit events with her church.

Walter Washington

Director of Veteran Affairs and Entrepreneurship

Walter Washington presides over Washington Construction Company. The company was established in July 2016 by Walter Washington, President /CEO as a full service Structural Steel Erection, Miscellaneous Ornamental Metal, and Concrete Reinforcing contractor. Washington Construction Company has a diverse experienced team with expertise in the various components of the iron worker trade.  They specialize in rebuilding, renovation, repair work, and a broad range of initiatives.  

Walter is an active member of the International Association of Bridge, Structural, Ornamental, and Reinforcing Iron Workers and a Journeyman Iron Worker of Local 393 Aurora, IL.  Mr. Walter Washington is a U.S. Navy military veteran who served four years of active duty.

Deputy Director, Veteran Affairs & Entrepreneurship

Virgil Mathis, Retired United States Army, Specialist E-5 Tech Sergeant Deputy Director, Veterans Affairs & Entrepreneurship [USMCA]

Virgil is  a long time member of the American Legion in the Chicago Area and  also a very active member of the Coalition of Veteran Service Organizations. He proudly served in the United States Army from April 1966 - April 1969 as a  Hawk Missile Air Defense Communications Electronics Technician with the Army Signal Support Group stationed at the Supreme Headquarters Allied Powers Europe - location known as - Shape Belgium.    
Virgil is a researcher and advocate for a number of issues concerning veterans and is credited as the Inventor of two Homeland Security projects. His expertise in the field of National Security and information technology will be utilized by the USMCA membership in our capacity building for Minority Entrepreneurs. Virgil has expressed a profound desire as USMCA Deputy Director of Veteran Affairs and Entrepreneurship  to recruit Veterans and help them create businesses to acquire contracts in Digital Manufacturing and High Speed technology for public utilities. Virgil believes- " Our Bullet point it is to help end homelessness and suicide among Veterans and create opportunities more solutions for female veterans and our veterans with disabilities."
The USMCA Board of Directors and membership salutes Sergeant Mathis on his newest assignment and leadership role in the USMCA. We truly thank him for his service!.
